On December 23, 2025, the High Qualification Commission of Judges of Ukraine completed the acceptance of documents from candidates intending to participate in competitions for vacant positions of judges in the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal, which had been ongoing since December 01, 2025.
In total, the Commission received 356 applications, of which:
- 225 were for participation in the competition for the SCAC (list of candidates at this link (in Ukrainian));
- 131 were for participation in the competition for the SACA (list of candidates at this link (in Ukrainian)).
Given the possibility of candidates participating in both competitions simultaneously, Commission has the following distribution of interest:
- 137 candidates are applying for the position of judge exclusively in the SCAC;
- 43 candidates are applying for the position of judge exclusively in the SACA;
- 88 candidates are applying for positions of judges in both the SCAC and the SACA.
The number of unique participants taking part in the competitions for the SCAC and the SACA is 268.
Please be reminded that the announcement of these competitions and the organisation of document acceptance are the initial stages of ensuring the functioning of new Specialised Circuit Administrative Court and Specialised Administrative Court of Appeal, as provided for in the Ukraine Facility Plan 2024 – 2027 (in Ukrainian) (as amended (in Ukrainian)) and the Roadmap on the Rule of Law (in Ukrainian) (approved by Order of the Cabinet of Ministers of Ukraine No. 475-r of May 14, 2025).
