The High Qualification Commission of Judges of Ukraine and GIZ Have Discussed Ways to Improve the Practice of Motivating Decisions and Deepening Institutional Cooperation

On August 08, 2025, the Chairman of the High Qualification Commission of Judges of Ukraine (HQCJ) Andrii Pasichnyk, with the participation of Commission members Vitalii Gatseliuk and Roman Sabodash, held a working meeting with representatives of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The parties discussed practical steps towards implementing the activities outlined in the Rule of Law Roadmap.

GIZ was represented by Artem Shaipov, Head of the Legal and Policy Advice Team for the Project Strengthening Ukraine’s EU Accession in the Rule of Law (3*E4U), and Ilona Boliubash, the Project’s Legal Officer.

In his opening remarks, the Chairman of the Commission conveyed appreciation to GIZ for its willingness to support the HQCJ in pursuing the highest standards of integrity, transparency, and legal certainty in its work.

In this context, special attention was given to a Roadmap activity aimed at strengthening the quality and reasoning of the Commission’s decisions. The participants exchanged views on advanced European approaches to decision reasoning in similar judicial governance bodies and on potential ways to improve the Commission’s decision-making methodology.

GIZ representatives noted that the 3*E4U Project, funded by the German Federal Foreign Office, is open to providing expert consultations and educational resources tailored to the Commission’s specific needs.

The meeting concluded with both parties reiterating their resolve to maintain regular engagement and to pursue joint initiatives, encompassing analytical research, the organisation of training and practical activities, and continuous consultations to support the step-by-step implementation of the Roadmap measures.

The event constituted an initial step towards the development of a comprehensive programme to bolster the organisational and functional capacity of the Commission and to implement European Union standards within the justice sector.
