The Commission Discussed the Implementation of Certain Measures under International Commitments

On June 12, 2026, the High Qualifications Commission of Judges of Ukraine held a working meeting devoted to the implementation of the Rule of Law Roadmap measures pertaining to the activities of the National School of Judges of Ukraine.

Participants in the meeting included representatives of the Verkhovna Rada of Ukraine Committee on Legal Policy, the Office of the President of Ukraine, the High Council of Justice, the Supreme Court, the High Qualifications Commission of Judges of Ukraine, the Council of Judges of Ukraine, the National School of Judges of Ukraine, the EU Project “Pravo-Justice”, and the NGO Agency for Legislative Initiatives.

The discussion focused on the implementation of the recommendations issued by the EU Expert Assessment Mission (TAIEX) concerning the enhancement of the legal status of the National School of Judges of Ukraine. Particular attention was paid to the institutional development trajectory of comparable European institutions, the competitive selection process for filling vacant positions, and the extension of anti-corruption legislation requirements to the management of the National School of Judges of Ukraine.

Andrii Pasichnyk, the Chairman of the Commission emphasised the importance of implementing the recommendations of the TAIEX mission while taking into account the views of all stakeholders.

“Such working meetings contribute to the coordination of efforts among judicial governance bodies, the legislative branch, and international partners in the implementation of the Rule of Law Roadmap and in bringing Ukraine’s justice system closer to European Union standards”, the Chairman of the HQCJU noted.

During the meeting, approaches to implementing the TAIEX recommendations and the conceptual aspects of their incorporation into amendments to the Charter of the National School of Judges of Ukraine and the relevant legislation were identified. These measures are intended to contribute to the further development of the judicial training system and to strengthen the School’s academic and teaching capacity.

For reference: The Rule of Law Roadmap is a comprehensive strategic document setting out a package of reforms within the framework of Ukraine’s EU accession negotiations under Chapter 23 Judiciary and Fundamental Rights and Chapter 24 Justice, Freedom and Security. The Roadmap constitutes one of the key preconditions for the opening of formal accession negotiations under Cluster 1 Fundamentals of the EU Accession Process, which is the first cluster to be opened and the last to be closed. Its development and implementation demonstrate Ukraine’s readiness to meet European Union standards, strengthen the confidence of Member States, and reinforce Ukraine’s standing as a reliable partner.
